Virginijus Biskys was born into a family of teachers in Marijampolė, 19 March 1946. In 1962 he finished an accordion class in Marijampolė Music School. He got married in 1967. His wife Irena works as a dentist. In 1971 their son Mindaugas was born, and in 1972 – their daughter Rūta was born. Both of them now are working as dentists. In 1968 Virginijus Biskys graduated Kaunas Institute of Medicine and in the same year he started his work career. From 1968 to 1983 he worked as a dentist in Klaipėda National Hospital. From 1983 to 1990 he worked as a Deputy Head Doctor for organizational methodical work in the same hospital. From 1990 to 1991 he worked as a Head Doctor of Agluonėnai ambulatory. Since August 1991 till now he has been working as a Director of Palanga Rehabilitation Hospital.


The integration of the disabled, the economy of electricity resources, the establishment of economical healthcare institution programmes have been constantly implemented on V. Biskys initiative since 1991. Since 1992 hospital adjustment to the needs of the disabled patients’ project has been implemented. A new unit for spinal patients’ rehabilitation was built. A demonstration electricity economy project was prepared and implemented and a cogeneration power station was built during the years 1997 through to 2001. The telecommunication network of the hospital was also rearranged in 2001. In 2004 – 2005 PHARE programme was fulfilled. Department of Social and Vocational Rehabilitation was established in the hospital. The programme is financed by the Human Resource Development Programme Fund.

 
Palanga Rehabilitation Hospital was granted a licence to provide the highest – third level – rehabilitation services to the patients due to the accumulated material resources, medical equipment, and employed skilled specialists. Thanks to V. Biskys initiative, Palanga Rehabilitation Hospital has international relations and cooperates with Vyborg Hospital in Denmark, Notville Rehabilitation Centre in Switzerland, Latvian National Rehabilitation Centre in Vaivaris, Jarvė Hospital in Tallinn, organization „Pharmacists without borders“ (France), organization of active rehabilitation of the disabled „Rekrytherings gruppen“ in Sweden. The cooperation involves specialist exchange programmes, preparation and arrangement of international conferences, accepting gratuitous support, etc.


Virginijus Biskys is a co-author of the books published by Palanga Rehabilitation Hospital: “Rehabilitation and health promoting treatment in Palanga Rehabilitation Hospital“, „Coxa bedsores and their treatment”, „ Palanga Rehabilitation Hospital: the place that brings the hope back”.


From 6 January 2005 he was appointed a freelance expert of Healthcare Affairs Committee of the Seimas of the Republic of Lithuania. He was awarded with IV level “White Star” medal of the Republic of Estonia for close cooperation with Estonian healthcare institutions. In 2004 he was awarded with Klaipėda Region medal of Honour for personal contribution into the implementation of the project of integration of the disabled into the public life. In 2005 he was awarded with a title of “Honoured Employee of Lithuanian Healthcare System”. In 2006 he was awarded with a medal „For merits to Lithuania”.
